Why is the cookie part on top? I think that it might bake better if the firmer cookie dough is on bottom and the wetter brownie dough is on top. Thoughts?

Every Christmas I bring a pan of these with oatmeal choc chip and dark fudge brownie mix for the family to share. My niece LOVES them, so I bake just her family an 8×8 pan of them with m&m cookie and dark choc fudge brownie & one with peanut butter cookie and dark choc fudge brownie to take home and fight over later! She has no idea how easy they are, and she doesn’t bake at all, but this year her 11 year old daughter is learning how to bake, so I may have to give up my secret!🎄🤫
